TASQC

Target, Accelerate and Sustain Quality Care

ZNNP+ is an implementing partner together with JF Kapnek and Organization of Public Health Interventions and Development (OPHID) as the lead in the Target, Accelerate and Sustain Quality Care (TASQC) for HIV Epidemic Control Program. The goal of the TASQC program is to contribute to the achievement and sustainability of HIV epidemic control in Zimbabwe through the provision of technical, financial, and material support towards the management, coordination, and provision of comprehensive clinical care services within the national HIV program. ZNNP+ is currently implementing the TASQC program in 15 districts namely Chitungwiza, Bulawayo, Bulilima, Mangwe, Matobo, Gwanda, Insiza, Beitbridge, Umzingwane, Masvingo, Gutu, Chiredzi, Chivi, Mwenezi and Zaka.

From FY1 to 4 of implementation of the TASQC program, ZNNP+’s CHASAs were responsible for generating awareness, creating demand and monitoring uptake and utilization of services amongst PLHIV within support groups, CARGs, CBOs, Faith Communities. The CHASAs also conduct targeted weekly community awareness sessions for the uptake of key HIV and health related services including but not limited to HIV and Viral Load Testing (VLT), TB Preventive Therapy, Anti-Retroviral Therapy (ART), Cervical Cancer and Gender Based Violence. ZNNP+ collaborated with Community Health Workers (CHWs) to introduce and promote DSD models. CHASAs also identified all at-risk members of the community and link them to facilities for HIV self-test kits and immediate booking at the nearest “health post” for confirmatory HIV testing and further management. ZNNP+ leveraged its advocacy expertise to set the building blocks for a conducive environment for provision comprehensive HIV prevention, care and treatment services. This was achieved through facility and district level community engagement, advocacy as well as support program sustainability through development and deployment of community members. The organization actively assisted the program to identify, monitor and resolve community barriers to service provision, engage with faith and traditional leaders to facilitate community buy-in, and build the capacity of communities to be accountable for quality HIV services. This was achieved through regular monitoring of client service satisfaction led by the Community HIV and AIDS Support Agents (CHASAs) with over 50,000 PLHIV and community members responding to the Client Satisfaction Survey (CSS). The community feedback from monitoring service satisfaction was used to advocate for inclusion of PLHIV, reduction of stigma and championing accountability among community leaders for sustainability.

In FY5 Q2, there was a shift in programming with ZNNP+ focusing on ensuring the provision of direct life-saving services to PLHIV in line with the Limited Waiver Guidelines that were put in place because of the United States Government (USG) Stop Work Order on all Foreign Assistance Programs.

The following were the achievements of the program from year 1 to 5:
· A total of 56, 170 Client Satisfaction Survey were administered among Recipients of Care (ROCs). The surveys collected feedback from Recipients of Care on the HIV services provided. The surveys informed advocacy for provision of quality HIV services. · A total of 4,282 advocacy issues tracked in the targeted communities, with 52.2% fully resolved, 14.9% partially resolved, while 25.2% remain open (CHASAs still making follow-ups) and 7.7% were unresolved as they were beyond the program scope but were communicated to responsible authorities for redress. ZNNP+ community cadres have been at the forefront of identifying advocacy issues and engaging responsible authorities such as Ministry of Health and Child Care for redress of the issues. · 49,284 clients were referred to and enrolled in Differentiated Service Delivery models which include fast track model, family ART refill groups (FARGs), OFCAD and Community ART Refill Groups. · Tracked, traced and linked 6,018 Recipients of Care interrupted in care. · 4,281 Recipients of Care linked to TB Preventive Therapy services. · 121,277 Recipients of Care were referred to for HIV and other health services including TB and Cervical Cancer screening. · 37,716 Recipients of Care were screened for TB by CHASAs in the community and of that figure, 2,098 were referred to health facilities for further screening and diagnostic.
